The present action is concerned with the ownership of lands between high and low water in Lake Tahoe, a navigable lake in which there is no appreciable ebb and flow of the tide. The primary issues are the same as those discussed in State of California v. Superior Court (Lyon) (1981) ante, page 210 [172 Cal.Rptr. 696
