WATSON, Justice.

These juvenile matters involve state action against parents based on allegations that their children are in need of care and/or neglected. Being contested is the parents' right to the children's custody. The cases were consolidated because of two common issues: (1) Whether the Office of Human Development, Department of Health and Human Resources, constitutes a "probation officer" as that term is defined in Code of Juvenile Procedure Article 60;
