This action commenced on October 2, 1979 when appellant, Lester D. Milhouse, filed a pro se complaint in the United States District Court for the Middle District of Pennsylvania alleging that certain officials and employees of the United States Bureau of Prisons had conspired to "deprive plaintiff of his rights and get him out of the capacity of ledership [sic] that he held among the Moslems...
