The parties have stipulated as to the relevant facts: The defendant Vera Sullivan, in 1966, applied and qualified for assistance under title XIX of the Social Security Act, "Grants to States for Medical Assistance Programs." 42 U.S.C. §§ 1396-1396k. Since that time she has been confined to a nursing home and has been receiving aid under the title XIX program. In Connecticut, title XIX is administered by the commissioner of income maintenance...
