The cities of Novi and Brighton petitioned the State Boundary Commission (SBC) for annexation of lands lying within their respective townships. The SBC approved the petitions and issued orders accordingly.

The two townships sought to have the SBC orders declared void because the legislation conferring annexation jurisdiction upon the SBC is unconstitutional...
