In March, 1969, A Quaker Action Group and other plaintiffs1 filed suit in District Court seeking a declaratory judgment that regulations governing public gatherings in the White House area are unconstitutional, and a permanent injunction against their enforcement by the Department of the Interior. Since then, this troublesome litigation has dragged on well nigh interminably...
