Appellant Sidney Flaxman and four former officials of the Steinberg-Baum Company discount stores were named in an eight-count indictment charging conspiracy and mail fraud, 18 U.S.C. §§ 371, 1341. The indictment alleged, inter alia, that false retailers' occupation tax returns had been submitted to the State of Illinois.
