Central Business College, Inc. seeks reversal of a district court judgment affirming a decision of the State Board for Community Colleges and Occupational Education. The Board had denied the application of the College for a "certificate of approval" for the 1971-72 academic year and revoked a conditional certificate which had been previously issued. We affirm.
