This is a civil rights action seeking a declaratory judgment under 28 U.S.C. § 2201 and injunctive relief to redress an alleged deprivation of constitutional rights under 42 U.S.C. § 1983. Jurisdiction is found under 28 U.S.C. §§ 2201 and 1343(3). Plaintiff Channel 10, Inc., is one of three television broadcasting stations in the City of Duluth, Minnesota.
