Charles A. L. Almond a prisoner incarcerated under state process, filed suit on July 15, 1969, under 42 U.S.C.A. § 1983 for deprivation of civil rights against John E. Kent, Sheriff of Augusta County, and the Augusta County Division of the Virginia State Police.
