This action was filed by plaintiff, Robert Hicks, on June 16, 1966. In the ensuing period, the Court has had occasion to issue several memorandum opinions on procedural issues,1 as well as three injunctive orders.2 This opinion, and the subsequent order, are now issued to decide the remaining questions on the merits.3
