This appeal is the precipitate of three earlier appeals by Negro parents of children seeking desegregation of public schools in Jackson, Mississippi. The action was filed in March 1963. The first appeal resulted from the district court's dismissal of the action for failure of the plaintiffs to exhaust administrative remedies.
