The appellant, Meeker, a resident of New Mexico, brought this action to recover damages for an alleged violation of his civil rights and for the theft and conversion of oil well casing located in Beckham County, Oklahoma. Four of the eight defendants were officials of Beckham County, one was a practicing attorney in that county, and three were residents of Texas.
