At the hearing before the State Personnel Board and in his petition for certiorari the employee raised the issue that the notice of dismissal given to him was not sufficient to comply with § 12.400 of the Rules and Regulations of the State Personnel Board. This rule was in evidence, and provides: "The Appointing Authority, upon notice in writing to an employee stating specific reasons therefor, may dismiss any employee for cause as herein defined...
