Petitioner seeks review of a recommendation of the Board of Governors of the State Bar that he be suspended from the practice of law for 30 days. Five of the 13 members of the Board of Governors participating in the proceedings voted against the recommendation, four on the expressed ground that the "degree of discipline recommended is too severe."
