An appeal from a decision of the Federal Radio Commission refusing an application of the appellant for a construction permit for the construction of a radio broadcasting station at the city of Abilene, Tex. The proposed station was to have a frequency of 550 kilocycles; power, 1,000 watts; hours of operation, unlimited.
