And various government websites like the USA of the District of Alaska and the USA of Illinois state on their websites that they do not pursue fines nor restitutions after 20 years from judgment. It appears hearing an argument addressing whether the present language is clear or whether Congress intention was to exclude the termination of restitution against a lifer was the intent or makes sense.
