How could that decision make sense? Congress creates no laws using words or phrases that are dubious. If a person has life, then the only part of Title 18 USC 3613(b) that makes sense being applicable to Peter Rollock is termination of restitution on "the latter of 20 years from judgment. The 20 years after release from prison arguably allows a person to get off if he was on probation after judgment of made early parole, making the court's analogy illogical to say if you are a lifer you can never run out of time to pay. Its not supported by case law cited by the court nor the govenment. And various government websites like the USA of the District of Alaska and the USA of Illinois state on their websites that they do not pursue fines nor restitutions after 20 years from judgment. It appears hearing an argument addressing whether the present language is clear or whether Congress intention was to exclude the termination of restitution against a lifer was the intent or makes sense.
