MENOR, Justice.

This is an appeal from the judgment of the District Court, Second Circuit, revoking defendant-appellant's driving license for six months, pursuant to HRS §§ 286-155 and 286-156.1

The defendant was driving with his lights off in the early morning hours of July 6, 1974. He was stopped by police officers on patrol and arrested for the offenses of harassment, driving without lights, and operating a motor vehicle...
