[¶ 1] This is an appeal by the Division of Criminal Investigation of the Office of the Wyoming Attorney General ("Division"). The Division is charged with maintaining and overseeing the Wyoming sex offender registration process. Wyo. Stat. Ann. § 7-19-301 et seq. (LexisNexis 2007). The district court relieved Keith Jerome Thomason ("the appellee") of his duty to register as a sex offender. The Division appealed that determination...
