This is an appeal of the September 30, 2011, final order from the Circuit Court of Raleigh County transferring Petitioner James Robertson ("Mr. Robertson") to a psychiatric hospital in South Carolina. Mr. Robertson had previously been placed in two West Virginia psychiatric hospitals. Both of these placements failed to effectively treat Mr. Robertson's mental illness. Mr. Robertson had also been placed in the community under the care of a psychologist...
