The respondent below and appellant herein, Pocahontas County Board of Education (hereinafter "the Board"), appeals from an order entered October 2, 2007, by the Circuit Court of Kanawha County. In that order, the circuit court reversed the September 22, 2006, decision by the Administrative Law Judge (hereinafter "ALJ") of the West Virginia Education and State Employees Grievance Board (hereinafter "Grievance Board").
