¶ 1 Wisconsin Professional Police Association, Inc. and James Palmer (the Police Association) appeal an order granting the motion filed by Wisconsin Counties Association and Mark O'Connell (the Counties Association) for summary judgment and dismissing the Police Association's complaint. The Police Association's complaint sought a declaration that the Counties Association is subject to Wisconsin's public records law1
