The Board of Bar Examiners (BBE) appeals a referee's report recommending the court reinstate B.R.C.'s license to practice law subject to continued monitoring as required by the terms of his conditional admission. B.R.C. is currently suspended for failure to comply with certain terms of his conditional admission.
