¶ 1 Pending before the court is a report and recommendation filed by Referee John B. Murphy, recommending the court publicly reprimand Attorney Victor M. Arellano for two counts of professional misconduct. No appeal has been filed so the court's review proceeds pursuant to SCR 22.17(2).1 Costs totaling $40,960.49 as of August 6, 2012, are disputed.2
