¶ 1 In this agency review, Managed Health Services Insurance Corp. appeals from a circuit court order affirming a Wisconsin Department of Administration ("DOA") decision. DOA rejected Managed Health's argument that the Wisconsin Department of Health Services ("DHS") violated State procurement procedures. Because we conclude that the issues Managed Health raises on appeal are moot, we dismiss the appeal.
