¶ 1 Collins Outdoor Advertising, Inc. appeals an order for injunctive relief and forfeitures following a summary judgment determination that Collins illegally constructed a sign within Oneida County's shoreland zoning authority. Collins argues it appropriately relied on the County's zoning map to identify the ordinary high water mark of a nearby lake and determine that the sign's proposed location was outside the County's 1,000 foot zone of shoreland...
