¶ 1 The State appeals from the circuit court's order exempting Matthew C. Parmley from registering as a sex offender. The court compared Parmley's age of eighteen with the victim's age of fourteen and concluded that he was not more than four years older than the victim and excused Parmley from registering as a sex offender.
