¶1 The writ of habeas corpus is enshrined in our state and federal constitutions. WASH. CONST. art. I, § 13; U.S. CONST. art. I, § 9. Our legislature has the power to expand habeas corpus and frame it in ways that do not impinge on the writ's fundamental nature. See In re Pers. Restraint of Runyan,
