¶ The Department of Social and Health Services (DSHS) made a finding of neglect against guardian Resa Raven based on events that took place during Raven's guardianship of Ida, an elderly incapacitated person.1 Raven challenges this finding, which the Court of Appeals affirmed. Raven v. Dep't of Soc. & Health Servs., 167 Wn.App. 446, 273 P.3d 1017
