BROWN, J.
¶ 1 Double H, L.P. appeals the trial court's penalty calculation against the Washington Department of Ecology under the Public Records Act (PRA), chapter 42.56 RCW. Double H mainly contends the trial court erred in characterizing the withheld records in one group instead of multiple groupings during its calculations and thereby reducing the penalty. We disagree, deny Double H's attorney fee request for this appeal, and affirm.
