¶ 1 At the time of this suit, Aaron Doyle was a Quincy Police Department officer. He had been a deputy sheriff in California, but left that job as part of a dispute settlement surrounding allegations of improper conduct, partly involving dishonesty. Grant County Prosecutor D.
