SIDDOWAY, J.

¶ 1 Bert Hook, whose property was subjected to a lien for the cost of weed eradication by the Lincoln County Noxious Weed Control Board, appeals the summary dismissal of his complaint challenging the establishment of the weed control board and its authority to act. He also appeals the trial court's denial of his request to amend his complaint. Finding no error or abuse of discretion, we affirm.
