¶ 1 Under article 1, section 10 of our state constitution, documents considered by a judge to make a decision in a court proceeding are presumptively open to public review. We hold this provision applies to a written report evaluating a defendant's competency to stand trial when the report is considered by the trial court in determining the defendant competent.
