¶ 1 Energy Northwest (Energy) appeals a worker's compensation award to Carolyn S. Hartje by the Department of Labor and Industries (the Department). On June 24, 1997, Ms. Hartje's initial claim was closed with Energy directed to pay time loss compensation and a permanent partial disability award.
