¶ 1. Petitioner, Jacob Oblak, sought an order from the Civil Division of the Superior Court compelling the University of Vermont Police Services (UVM Police Services) to provide him with a copy of an affidavit of probable cause after UVM Police Services denied his initial direct request for documents.1
