¶ 1. Applicant appeals the Environmental Division's affirmance of the Burlington Development Review Board's decision to deny his application for a zoning permit to alter the exterior of his house. Applicant argues that his zoning permit application was "deemed approved" because the municipal zoning administrator did not act upon it within thirty days.
