¶ 1. In this appeal, we are asked to consider whether "radio dispatch and unit logs" generated by police are exempt from disclosure under the Vermont Access to Public Records Act. Stephen Bain, pro se, requested such documents from Windham County Sheriff Keith Clark, and filed suit when the records were not produced.
