The State of Vermont, on behalf of the Department of Corrections (DOC), appeals a Labor Relations Board decision that ordered DOC to reinstate grievant, Dennis Jewett, whom DOC had dismissed for serious misconduct. The Board agreed that grievant committed misconduct for failing to intervene when an inmate repeatedly cut himself with a razor blade fragment, but found that this conduct did not warrant...
