¶ 1. REIBER, C.J.

Appellant, a convenience store (Cumberland Farms), appeals from an Environmental Court decision recognizing a developer's (Sisters and Brothers Investment Group, or "SBI") vested right to apply under the terms of a since-repealed zoning regulation to construct a competing convenience store in Colchester. We affirm.
