This appeal arises from a former city employee's petition to a circuit court requesting the implementation of a grievance panel's decision to reinstate her and award backpay, and the circuit court's refusal to do so. For the reasons stated below, we conclude the circuit court erred in refusing to implement the grievance panel's decision, and therefore we will reverse the judgment of the circuit court and...
