In this appeal, we consider whether the circuit court erred in concluding that a certain road traversing private land in rural Highland County is a public road. The case was decided by the circuit court on stipulated facts and the appeal presents pure questions of law applied to these undisputed facts. Accordingly, we apply a de novo standard of review. Johnson v. Hart, 279 Va. 617
