In a proceeding under the Civil Commitment of Sexually Violent Predators Act ("SVPA"), Code § 37.2-900 et seq., the Circuit Court of Pittsylvania County ruled that the respondent prisoner, Larry Lee Hood, Jr., would not be permitted to present expert evidence because he had refused to cooperate with the Commonwealth's mental health expert during an assessment examination prior to the filing of the commitment petition...
