In these consolidated appeals1 we consider various issues involving a dispute between the Town of Purcellville ("Town") and Loudoun County ("County") regarding the interpretation of an annexation agreement dated November 16, 1994 (the "Annexation Agreement") and a joint comprehensive plan known as the "Purcellville Urban Growth Area Management Plan" (the "PUGAMP").
