Memorandum Decision

GREENWOOD, Senior Judge:

¶ 1 Rene Borja seeks judicial review of an order of the Utah Labor Commission Appeals Board (the Board) denying him benefits to pay for lumbar fusion surgery. We decline to disturb the Board's decision.
