¶ 1 Monte Johnston was denied workers' compensation benefits for his head, neck, and back injuries after being involved in an industrial accident while working for Viracon. The administrative law judge (ALJ) denied Johnston's request for benefits primarily because of the opinions and conclusions contained in the independent medical panel's report.
