INTRODUCTION

¶ 1 Petitioner David Vincent Gregg appeals the dismissal of his petition for post-conviction relief. The district court dismissed Mr. Gregg's claims as procedurally barred under the Post-Conviction Remedies Act (PCRA). We hold that Mr. Gregg qualifies for an exception to the procedural bar because he received ineffective assistance of trial and appellate counsel. Therefore, we vacate his conviction...
