¶ 1 The Driver Control Bureau of the Driver License Division, Department of Public Safety (the Division), through its bureau chief, Nannette Rolfe, appeals from the district court's reinstatement of William Huckins's driver license after it was revoked pursuant to Utah Code sections 41-6a-520 and -521, see Utah Code Ann. §§ 41-6a-520, -521 (Supp.2008).
