OPINION

Homeowners Donald Welsh and Lisa Marshall sued their homeowners' association, River Hollow Association (HOA), to enforce a deed restriction requiring the HOA to maintain common properties. The HOA filed a motion to dismiss the homeowners' claims under the Texas Citizens Participation Act (TCPA).
