Texas Department of Public Safety Trooper Dennis Redden stopped a truck driven in Harrison County, Texas by Charles Ray Owens, Jr. because he believed Owens to be speeding. A check by Redden revealed that Owens was shown to have an outstanding Michigan arrest warrant but Owens had a child passenger with him. Rather than deal with the problem of disposing of the child if Owens were to be immediately arrested, Redden agreed...
