Appellant Chad Thompson is a fire fighter for the City of Waco. He was promoted to fire station lieutenant, but a few months later was demoted to his previous rank of fire equipment engineer. After his request to be reinstated as a fire station lieutenant was denied, Thompson sued the City of Waco and Fire Chief John D. Johnston (collectively the City) asserting that his demotion violated the Fire Fighter and Police...
